DeSales Preservation II

E.M. Harris Construction Company (EMH) seeks subcontractor bids for the DeSales Preservation II project located at various addresses in south St. Louis, MO. The project consists of renovations to 26 apartment buildings, comprising 71 units and 1 Commercial Unit at 2759 Russell. Work includes, but is not limited to, selective demolition, concrete, masonry, roofing and sheet metal, plumbing, HVAC, electrical, carpentry, drywall, flooring, painting, specialties, appliances, cabinets, countertops, and window treatments. Please note that there is a Project Breakdown & Bid Sheet located within the Planroom, along with a Scope of Work Sheets for clarification. Optional Pre-Bid Meeting: An optional pre-bid meeting for DeSales Preservation II will be held at E.M. Harris Construction office, 2600 Delmar Boulevard, St. Louis, MO 63103, at 10:00am, Thursday, August 20, 2026. If attending, please email us the number of people from your company who plan to attend to bidassist@emharris.com. Project Compliance Information: Payment of prevailing wages and certified payroll reporting are required. City of St. Louis requires confirmation of payments received in GPTS. Section 3 applies to this project. Work hour goals apply to this project as follows (a worker’s hours may count toward more than one applicable category): Section 3 Certified Workers: 25% of all work hours, Apprentices in U.S. Department of Labor-Approved Apprenticeship Program: 20% of all work hours, Minorities: 25% of all work hours, Women: 7% of all work hours, City of St. Louis Residents: 23% of all work hours. Certified Minority and Women Owned Business Enterprises and Section 3 Businesses are strongly encouraged to bid. All workers must be OSHA 10 certified. All workers must be legally authorized to work in the United States, and each subcontractor of any tier must be registered with E-Verify to work on the project. E.M. Please review all project documents, including insurance requirements, prior to submitting your bid. Bids should be based off notes in the drawings and specifications; however, while all notes regarding allowances should be reviewed, DO NOT include allowances in your bids. Please show sales tax separate from your base bid. Do not contact the architect or engineer with requests for information (RFI), questions or other requests. Requests for information can be submitted to E.M. Harris Construction. Please contact E.M. Harris Construction at (bidassist@emharris.com) if you need assistance with access to the EMH plan room, uploading a bid or Mandatory Bid General Information Sheet, or submitting an RFI through your contractor portal. All bids are due to E.M. Harris Construction’s office by 5:00pm, Monday, September 7th, 2026. Bids must be uploaded in the EMH contractor portal. Select "View Files and Project Details" in the DeSales Preservation II invitation to bid email to access your contractor portal. Select the "Submit Bid" tab to upload your bid. Upload your completed Mandatory General Information Sheet in the same manner.
