Northside Heights is a renovation construction project consisting of 67 residential apartments and 6 commercial spaces located at various sites in St. Louis, Missouri. The project is divided into two bid packages:•

Package 1 consists of the renovation of ten buildings located on Natural Bridge Avenue, Palm Street, and Herbert Street. The scope of work for Package 1 includes selective demolition, masonry restoration, concrete flatwork, fencing, retaining wall, carpentry, windows, drywall, interior finishes, appliances, roofing, and MEP.•

Package 2 consists of the renovation of four buildings located on Annie Malone Drive, Kennerly Avenue, Maffit Avenue, and St. Louis Avenue. The scope of work for Package 2 includes selective demolition, masonry restoration, concrete flatwork, fencing, carpentry, windows, drywall, interior finishes, appliances, roofing, and MEP.• Please review all project documents, including insurance requirements, prior to submitting your bid.

• Please note that a scope of work summary document has been created by E.M. Harris to supplement the plans and specifications (see "Supplemental Scope of Work Summary" document).

• A pre-bid site walkthrough will be held on May 29, 2024 at 10:00 a.m. at 5500-10 Natural Bridge Avenue. Please e-mail Tom Hall at thall@emharris.com and Phil Krull at pkrull@emharris.com for more information.

• Payment of prevailing wages is required, and The City of St. Louis requires certified payroll reporting online in The Headcount tracking system.

• Section 3 applies to this project.

• Work hour goals apply to this project as follows (The City of St. Louis will track worker hours on site using the Headcount system - subcontractors will be required to certify tracked hours in The Headcount system. NOTE: A worker's hours my count toward more than one applicable category):

o Section 3 Certified Workers: 25% of all work hours.

o Apprentices in U.S. Dept. of Labor-Approved Apprenticeship Program: 20% of all work hours.

o Minorities: 25% of all work hours.

o Women: 7% of all work hours.

o City of St. Louis Residents: 23% of all work hours.

• Certified Minority and Women Owned Business Enterprises and Section 3 Businesses are strongly encouraged to bid.

• All workers must be OSHA 10 certified and legally authorized to work in the U.S.
