L. Keeley Construction Co. is soliciting Proposals for the Trans Chemical – New Warehouse Facility Project. Notice is hereby given that responses to this Request for Proposals (RFP) will be received by L. Keeley for the provision of Construction Services on the Trans Chemical – New Warehouse Facility located at 5021 Benedict Ave, St. Louis, MO 63147. Scope of work includes, but is not limited to, the following: Construction of a 25,000 SF Pre-Engineered Metal Building on a 2 acre site with loading docks, office space, lab, and other various scopes in Divisions 1-16.

The projected process and schedule for awarding the subcontracts is as follows:
> Drawings Posted to Digital Plan rooms January 26, 2021
> RFP Issued January 26, 2021
> Pre-Bid Meeting February 9, 2021
> Proposals Due February 26, 2021
> Proposer Interviews March 1-5, 2021
> Expected Award March 8-12, 2021
> Projected Start Date March 2021
All dates are approximate and are provided as a courtesy to Proposers. L. Keeley Construction reserve the right to modify this process or schedule.
Subcontract will be held by L. Keeley Construction.

A virtual pre-bid meeting will be held at 10 AM February 9, 2021 via Microsoft Teams. Please contact Alex Ball aball@lkeeley.com to be added to the plan holders list for all RFP correspondence, and to receive the virtual pre-bid meeting call in information.

Proposals shall be valid for 120 days. All submitted materials become property of L. Keeley Construction and will not be returned to Proposers.
The Owner has adopted a comprehensive Inclusion Program for the construction phase of the Project which includes, but is not limited to, the following:
• Enterprise: 21% African American-owned business enterprises, 2% Hispanic American-owned business enterprises, .50% Asian American-owned business enterprises, .50% Native American-owned business enterprises and 11% Women-owned business enterprises.
• Workforce: 25% Minority, 7% Women, 23% City Residents and 20% Apprentices.
The Inclusion Plan requirements apply to all subcontractors and suppliers of all tier levels. Primary / First-Tier subcontractors/suppliers are responsible for all tier subcontractor/supplier requirements and goals.
All questions regarding this RFP shall be submitted in writing to Alex Ball aball@lkeeley.com . Interpretations or clarifications considered necessary by L. Keeley Construction in response to such questions will be issued by Addenda to all parties recorded as having received the RFP documents. Questions received less than five (5) days prior to the date for openings of the Proposals may not be answered. Only responses issued by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may be issued to modify the Proposal Documents as deemed advisable by L. Keeley Construction.
